Acting President Choi Sang-mok returned the Insurrection Special Prosecutor Act and the Kim Gun-hee Special Prosecutor Act to the National Assembly, saying that stricter standards are needed as the special prosecutor is an exceptional system.

In other words, the opposition-led independent counsel law ruled in favor of the people who requested the exercise of the right to request reconsideration, or veto, saying that there was an unconstitutional element in the independent counsel law.
