U.S. police said Zabar, a former military veteran, had deliberately committed the crime and found flags and homemade explosives from Islamic State and ISIS, which are defined as terrorist groups, in Zabar's truck.
The FBI defines the incident as an act of terrorism and is investigating the possibility that Zabar may have been linked to a terrorist organization without acting alone.
The New York Times reported that Zabar had worked as a human resources specialist and information technology specialist for 10 years in the military.
U.S. police said they recovered a handgun and a semi-automatic rifle used by Zabar, and acknowledged that construction of a car entry prevention facility on Bourbon Street left defense vulnerable at the time.
