The Seoul Southern District Court rejected the arrest warrant for Jeon yesterday (9th).
The court said there was room for legal contention over whether a non-politician could be the sole offender for violating the Political Fund Act if he or she received political funds just for delivering them to another politician.
In addition, even considering Jeon's various activities revealed during the investigation, it was difficult to admit the necessity or substantiality of arresting the suspect at this stage.
Jeon is accused of promising to nominate Yeongcheon Mayor of Gyeongsangbuk-do during the 2018 local elections and pocketing 150 million won in bribes from a prospective candidate.
The prosecution also requested an arrest warrant for Jeon once last month, but the court rejected the request, saying it was not clear how to receive illegal political funds.
