The special investigation headquarters of the prosecution's emergency martial law has arrested and charged former intelligence commander Roh Sang-won.

Despite being in the reserve service, as with other active generals, important civil war mission workers and abuse of authority were charged.Former commander Roh

has met with Moon mutual intelligence commanders and intelligence officers in succession since November last year, including the so-called 'Lotteria Meeting'.

Detailed duties of the 2nd Investigation Team, a separate group, such as rapid occupation of the NEC building and arrest of those involved in fraudulent elections, were delivered when martial law was declared,
It is understood that former commander Roh
said he would handle Roh Tae-ak, chairman of the Central Election Management Committee.

In fact, on the day of martial law, Commander Moon and others ordered the agents to arrest the NEC staff, transfer the bunker, and threaten the NEC members according to the former commander Roh's prior instructions.

The prosecution believed that former commander Roh was able to control the military like this because it was the "secret line" of former Defense Minister Kim Yong-hyun.

From September last year to the day of martial law, he visited the former minister Kim's official residence more than 20 times, and visited the official residence every day for four days just before martial law.

It was also revealed that a ministerial secretary used a vehicle to avoid a guardhouse inspection.

However, former Minister Kim strongly denies the "suspicious secret", saying that he only consulted according to the procedure.
