A week before his term in office, the Biden administration announced new export controls that would sell artificial intelligence and semiconductors needed to develop AI to allies such as South Korea without restrictions and set limits for most of the rest of the country.

It is interpreted as a paving stone to block "by turns" such as China creating data centers in third countries such as Southeast Asia or importing U.S.-made AI semiconductors owned by third countries.

The U.S. Commerce Department said it gives about 20 allies and partners, including South Korea, end-user status that does not restrict sales of AI semiconductors containing U.S. technology.

In addition to Korea, Australia, Belgium, Canada, France, Germany, and Japan were among the countries that are achieving this status.

The Commerce Department also set a cap on the number of AI semiconductors that can be imported from the United States for countries that are neither allies nor "concerns."

First of all, organizations based in countries that meet security standards and are not concerned have applied for a separate "verified end-user" status, allowing them to purchase 320,000 high-tech graphics processing units and GPUs over the next two years. For

and unverified end users, you have set a limit of 50,000 for each country.

The Commerce Department has largely maintained existing export controls on more than 20 "concerned countries" such as China, Russia and North Korea.

In this regard, White House National Security Adviser Jake Sullivan explained the background, saying, "There is a national security responsibility to preserve and expand U.S. AI leadership while enabling U.S. AI to benefit people around the world."

Commerce Secretary Gina Lemondo said she would set a 120-day period for public opinion to take effect, allowing the Trump administration, which will be launched on the 20th, to make amendments.
