Most publishers have to convert charts or graphs included in non-disabled textbooks into text and then change them to braille, but it was found that they provided them as they were without changing them to text.
The Anti-Corruption and Civil Rights Commission recommended that the Ministry of Education clearly prepare and present national-level standard guidelines to follow when producing textbook files for the visually impaired, and that publishers that publish textbooks must comply with the guidelines to produce learning textbook files for the visually impaired.
