In May last year, Jung Seul-ki, a Coupang night delivery driver, died of myocardial infarction.
Although he was a "special employment worker" without a labor contract, SNS messages that could be viewed as Coupang CLS work orders were confirmed, sparking controversy over illegal dispatch.

Accordingly, the Ministry of Employment and Labor conducted a month-long labor supervision on the headquarters, delivery camps, and delivery stores to check whether Coupang delivery drivers were illegally dispatched.
As a result, we concluded that it could not be viewed as illegal dispatch.
The dispatch relationship is not established because it is difficult to recognize as a worker under the Labor Standards Act, such as not receiving instructions such as delivery routes or orders from Coupang CLS or branches.
It said it also closely checked SNS messages from more than 1,200 delivery drivers, including Jeong, who died.
90% and 9.6% of the respondents asked if delivery can be encouraged or supported, including information on volume, entry and exit, and confirmation of delivery items, but this was also about "Can you help me?" and said it was not compulsory.
There were many violations in the supervision of industrial safety and working conditions of Coupang CLS.
More than 80 violations of the Labor Standards Act have been detected, including the confirmation of "fake freelance contracts" of 350 daily workers working on goods at Coupang CLS consignment companies.
In addition, 91 violations of the Occupational Safety and Health Act, including non-installation of conveyor work footboards and delayed reporting of industrial accidents, were detected and four cases were judicialized.
However, the "excessive night labor," which delivery drivers have constantly pointed out as the cause of overwork, was concluded with a recommendation to "come up with measures to reduce work."
