Local media said there were 30 people in the nursing home at the time of the fire, and seven people were being treated at the hospital for inhaling smoke in addition to the deaths.
Serbian police say one of the dead is believed to have been intentionally set on fire.
In connection with the disaster, Serbian Prime Minister Milos Vucevic expressed his condolences to the families of the victims and said he hoped the injured would recover.
