When the police applied for an arrest warrant for Kim Sung-hoon, the deputy head of the bodyguard, they emphasized the need for arrest, saying there is a possibility of retaliation against employees.

On the 18th, the police special investigation team pointed out the possibility of retaliation for Kim as a reason for requiring arrest in the application for an arrest warrant.

Earlier on the 15th, Deputy Chief Kim ruled out two security officials who did not follow orders at the time of the execution of the second arrest warrant for President Yoon Suk Yeol, sparking a controversy over retaliation.

The special team later secured a statement to the effect that Deputy Chief Kim was afraid to retaliate during the investigation of a number of security officials.

The special forces also secured a statement last month that Deputy Chief Kim contacted the administrator of the presidential office's non-propelled phone server and ordered him to delete the records of non-propelled phone calls from counterintelligence and commander of capital defense command, indicating that there is a concern of destroying evidence in the application for an arrest warrant.

However, the Seoul Western District Prosecutors' Office rejected the special team's request for a warrant, and many inside and outside the police criticized that it is difficult to understand that Deputy Chief Kim did not submit his mobile phone and did not request an arrest warrant despite the high concern of destroying evidence against security officials.

In the meantime, the special team also secured a statement from the security service official that Lee Kwang-woo, who leads the hard-liners of the security service along with Deputy Chief Kim, ordered two machine guns, MP7, and live ammunition to be taken out of the official residence's armory ahead of the execution of the second warrant.

Director Lee is said to have stated in a police investigation that he was trying to prepare for the report that "progressive labor group protesters are rushing into the official residence."
