The civil service community is introducing a customized support system one after another to dispel any concerns about the low birth rate crisis and career disconnection.

Expanding support for childcare expenses or taking all parental leave will ensure that there is no disadvantage in promotion, but there is still homework to be solved.

The core of the third comprehensive plan to enhance personnel autonomy recently released by the Ministry of Personnel Management is to recognize the entire period of parental leave as a work experience for promotion.

Currently, officials can use parental leave for up to three years.

However, if the period of parental leave for the first child exceeds one year, it is excluded from the working period, so it is a factor for deduction in personnel evaluation such as promotion.

In addition, public officials are paid only one year out of three years of parental leave, and the upper limit of allowances during this period will be raised from up to 1.5 million won to 2.5 million won.

Earlier, the Ministry of Personnel Management strengthened care support by expanding the number of children eligible for childcare hours, which is up to two hours a day, from 5 years old to under 8 years old.

We also increased the paid period of family care leave required to participate in daycare centers or school events.

[Han Deok-soo / Prime Minister (last May): I'm asking you to be bold with your policies. We also actively cooperate with the private sector, so that the private sector can have such flexibility and family compatibility.. ]

Despite these efforts, there are still difficulties in the field.

A typical example is that the vacancy created by someone on parental leave is not filled in time, which only adds to the work of the remaining people.

It is a structure in which even those who take a leave of absence have no choice but to be wary of it.

You can hire contract workers, but it is not easy to hire them because they have to quit their jobs when they return after working for a few months.

[Kim Mi-sook / Vice President of the Korean Society for the Rights of the Child: I think the amount of work for the rest of the people who did not take parental leave should be reduced by adding more people to replace the work of those who took parental leave]

Last year, 47,000 people took maternity leave or parental leave among central government officials, accounting for 6.2% of the total.
