Heo Yeong of the Democratic Party of Korea, a member of the National Assembly's National Defense Committee, said, "As a result of analyzing the employment restrictions and approval screening of retired public officials by seven organizations, including the Ministry of National Defense and the Defense Acquisition Program Administration, 435 cases, or 91.4 percent, have been passed in the past five years."

In addition, 153 out of 195 cases were approved for employment after confirming that they were related to work but not closely related by the Public Service Ethics Committee, with 78.5% of the approval rate.

The National Defense Research Institute and the National Defense Technology Quality Institute, which are public institutions, were the most employed institutions for retirees, but except for these two and the Korea Institute of Machinery and Materials, they are all private companies and more than seven large defense companies.

Representative Heo pointed out that the top 20 companies and institutions have more than 11 trillion won in defense procurement and facility construction contracts, and that high approval rates in employment restrictions and re-employment directly to private companies after retirement overshadows the purpose of the system's legislation.
