In the 1980s, it was ruled that the state should compensate those who were placed under protective custody at the Samcheong University of Education.

The Seoul Central District Court ruled that the state should pay 10 million won to up to 240 million won per person in recognition of the state's illegal activities in a lawsuit filed by 14 people, including Kim, who suffered damage due to admission to Samcheong Education University.

The court also ruled that the state should compensate 10 million won to 130 million won per person for lawsuits to the same effect filed by 27 people, including another Kim.

However, the court did not explain the reason for the ruling in court.

In the past, the court did not acknowledge state responsibility, saying that the statute of limitations has expired in lawsuits filed by victims of Samcheong National University of Education.

However, in 2018, when the Constitutional Court decided that if the state compensation was claimed within three years of knowing the decision, the statute of limitations would not be a problem, the court has since issued a series of rulings that the state should compensate.
