On the other hand, Mykola Polisichuk, vice chairman of the Ukraine-North Korea Society, believes the observations have not been fully confirmed and may have been somewhat exaggerated.
"It's too early to talk about the North Korean regular troops' direct participation in the war," he told the Kyiv Post. "Integrating one country's military into another is a complicated process, unlike hiring mercenaries to fill the void."
"If there are North Koreans on the front line, there is a high possibility that they will learn tactics or personnel for equipment maintenance," he said. "Putin seems to be using North Korea to threaten the West while submitting related legislation to the House of Representatives to ratify the North Korea-Russia Treaty."
