It was an election to select four heads of local governments and one superintendent of education, but the October 16 by-elections, which were also a test of the leadership of the ruling and opposition parties, ended in a "no-win."

The ruling party defended strong areas by winning Ganghwa-gun, Incheon, Geumjeong-gu, Busan, and Gokseong-gun, Jeollanam-do.

However, if you look at the percentage of votes by region, both the ruling and opposition parties have painful points.

First of all, Ganghwa-gun, Incheon, which is considered one of the most conservative areas, has narrowed the gap between the ruling and opposition candidates from 27% in the April general elections to 8.8% in six months.

Of the 25 districts in Seoul, only four were won by conservative candidates, which is seen as a sign that public sentiment in the Seoul metropolitan area is unusual.
