The Anti-Corruption and Civil Rights Commission detects and retrieves national money one by one if it is used illegally, and imposes sanctions surcharges several times the amount detected.

However, as a result of the report, the "return amount" announced by the Anti-Corruption and Civil Rights Commission every time it was caught was not actually the money that was returned to the national treasury.

Reporter Lee Joon-yeop looked into how much money he actually earned.

In June, the Anti-Corruption and Civil Rights Commission announced that it had recovered 12.7 billion won from associations and private companies that stole government subsidies.

One of the core tasks of the Anti-Corruption and Civil Rights Commission is to find and recover public finances in such cases that they have unfairly burned them and impose sanctions surcharges up to five times.

The Anti-Corruption and Civil Rights Commission conducted an annual inspection of the implementation status of the institutions, summarized how much was recovered, and consistently informed them.

[Lee Yong-man / Director of the Public Finance Return System of the Anti-Corruption and Civil Rights Commission (last 2022): Unfair receipt of public financial payments is not just an individual's unfair advantage, but it can lead to distrust of the public utility itself supported by the government....]

However, it turned out that the amount that was disclosed as 'return amount' every time was not the actual amount collected by the national treasury.

It has announced that the 'return decision amount', which only notified the institution how much to recover, is the return amount.

How much did you actually collect?

By the way, even the ministry in charge was not aware of it.

If the Anti-Corruption and Civil Rights Commission decides to redeem it, the actual recovery will be made through lawsuits, etc. from each department where the fraudulent claim occurred.
Since 2020, when the
Public Finance Return Act came into force, the commission has never tracked and confirmed the actual collection.

Only if the actual recovery was made, the amount of compensation paid to the informant by up to 30% of the return amount was considered.Compensation paid during the four years of enforcement of the

Act is KRW 1.6 billion.

In reverse, the actual amount of redemption is at most 5.36 billion won, which is 1.2% compared to the 436 billion won imposed.

Of course, it was actually redeemed, but there is a possibility that the Anti-Corruption and Civil Rights Commission is not properly paying compensation because it does not grasp it.

[Kim Yong-man / Democratic Party of Korea (National Assembly Political Affairs Committee): Despite the huge tax revenue gap, the Anti-Corruption and Civil Rights Commission has not conducted a proper investigation into the amount of fraudulent claims. I think the Anti-Corruption and Civil Rights Commission should figure out the contents and announce them.

The Anti-Corruption and Civil Rights Commission explained that the reason for not investigating the actual amount of redemption is that it takes a long time for the actual redemption and collection due to the process of objection or arrears.

However, when YTN coverage began, they changed their position to include the actual amount collected in the regular fact-finding items in the future.

Last year, the Anti-Corruption and Civil Rights Commission raised the compensation from 20% to up to 30% in return, saying it would strengthen monitoring of illegal supply and demand.

Some point out that legal and institutional arrangements should be supplemented so that actual recovery can be carried out well.
