Officials from the Judiciary Committee's administrative office visited the presidential residence with members of the Democratic Party of Korea, but failed to serve the order to Kim.
Earlier, the Judiciary Committee voted to issue an accompanying order under the leadership of the opposition party, saying that Kim, who was adopted as a witness in the parliamentary audit of the Supreme Prosecutors' Office, did not respond to the National Assembly's request for attendance without a written reason.
People's Power lawmakers protested that the measure was ineffective except for the intention of disgracing the first lady's mother and daughter, but opposition lawmakers passed the bill with a majority vote, calling it the legitimate authority of the National Assembly.
