At least two people were killed and three injured in the attack, and a nearby hotel building was also reportedly damaged by the impact of the explosion.
Syrian military authorities have claimed responsibility for the attack.
The Majech region, where the explosion occurred, is home to the headquarters of Syrian security agencies and embassies of each country.
Israel has repeatedly attacked the area in April, killing the commander of the Iranian Revolutionary Guard's Quds Force in an airstrike on Iran's consulate building in the Majech region.
