Robert Wood, the deputy ambassador to the United Nations, made the comments at an official meeting of the Security Council on the Ukraine issue and explained, "We are consulting with allies on the implications of this dramatic move."
However, it did not specify whether the facts were confirmed.
Deputy Ambassador Wood continued, "If Russia is really relying on North Korea for military issues, this is a sign that it is in a desperate state."
John Kirby, the White House National Security Council's communications adviser, also said in an online briefing that if the North Korean military's participation in the war was true, it would certainly be a dangerous and very concerning situation, and that he would state his stance in the coming days.
These reports are another evidence of Putin's growing sense of urgency and isolation, he said. "There is no doubt that Putin's army is causing enormous casualties on the battlefield."
