The Seoul Western District Prosecutors' Office appealed against the first trial ruling that acquitted former Seoul Metropolitan Police Agency Commissioner Kim Kwang-ho of the poor response to the Itaewon disaster.

The prosecution explained that the first trial court misunderstood the facts and misunderstood the legal principles, although former Commissioner Kim had experience in managing multi-collection events and was obliged to take effective measures considering the responsibilities assigned to his position.

The prosecution also appealed the first trial ruling that acquitted Ryu Mi-jin, former head of personnel education at the Seoul Metropolitan Office, and Jeong Dae-kyung, former head of the 112 situation team.

Earlier, the Seoul Western District Court acquitted former Commissioner Kim and others, saying it is difficult to say that they violated their duty of care or negligence to hold them criminally responsible at the time of the Itaewon disaster.
