The EU said in a statement on the 24th local time, "We are deeply concerned by reports that North Korea is sending troops to participate in Russia's illegal war of aggression."
"It is a serious violation of a number of international laws, including the most fundamental principles of the UN Charter," Borrell said. "We strongly condemn the deepening military cooperation and arms trade between North Korea and Russia."
"North Korea's continued support for Russia's war of aggression shows how closely Europe and the Indo-Pacific security are connected," he said. "The EU will cooperate with international partners on this issue, including in response."
Earlier, an EU official announced that if North Korea's dispatch of troops is confirmed to be true, additional sanctions will be considered.
