U.N. Secretary-General Farhan Haq made the remarks at a regular briefing at the U.N. headquarters in New York, regarding North Korea's dispatch of troops to Russia to help Russia invade Ukraine.
However, he reaffirmed his fundamental position, saying that the Security Council's North Korea Sanctions Committee under the Security Council should review and respond to violations of the Security Council's sanctions on North Korea.
The South Korean government views North Korea's dispatch of troops to Russia's war of aggression against Ukraine as a blatant violation of Security Council resolutions.
Russia, a party to the war, has the veto power as a permanent member of the Security Council, so it is practically impossible to seek additional sanctions against North Korea at the Security Council level.
