Teachers' organizations reacted differently to the exemption of working hours, which guarantees paid union activities for teachers, and the passage of the so-called time-off system through the Economic, Social and Labor Commission, a government body.

The Federation of Teachers' Trade Unions, which participated in the resolution at the Economic, Social and Labor Commission's deliberation committee on the exemption of teachers' working hours, said the old discrimination has been resolved and that it is a landmark and historical event.

On the other hand, the National Teachers and Education Workers Union, which failed to participate in the committee, called it a half-way agreement, arguing that the time-off limit should be increased to around or above that of private companies.

Similarly, the Korean Federation of Teachers' Associations, which failed to participate in the committee, asked teachers' organizations to be subject to time-off application, saying that teachers' organizations, unlike unions, are relatively incapacitated because they do not receive any support.
