said, "It is regrettable that the results of the four major reforms, such as pension, medical care, education, and labor, are not properly evaluated due to public disappointment and concern over several situations."

In order to increase the momentum for reform, there is something to be concluded first in November, he said, stressing that the launch of a ruling-opposition council and the suggestion of solutions to the points of public concern are necessary.
