The Korean Government Employees' Union held a press conference in front of the Constitutional Court today and argued that retroactive application of the Civil Service Pension Act is clearly unconstitutional as it deprives government employees of their property rights, the right to live.
The Public Officials Pension Act, revised in 2015, calls for gradually raising the starting age for pension payments for appointments before 2010 from 60 to 65.
As a result, pre-2010 appointments will not receive pensions immediately after retirement at the age of 60, and the union pointed out that more than 100,000 civil servants will have retirement income gaps by 2032, starting with 1,691 in 2022.
He added that the retroactive application of the Civil Service Pension Act undermines the nature of the civil service pension system, adding that it is an unconstitutional provision that violates the property rights, equal rights, and rights of civil servants to live a human life.
