The International Labor Organization (ILO) recommendation has been made to the effect that it is unfair for the Korean government to interfere with the union activities of the construction union with the Fair Trade Commission.

The ILO Freedom of Association Commission has asked our government to ensure that the FTC investigation does not interfere with legitimate union activities.

He also requested that they not be punished criminally for claiming to accuse peaceful collective action or problems under the Occupational Safety and Health Act.

Earlier, the construction union filed a complaint with the ILO in 2022, saying that it was a violation of freedom of association for the FTC to define the construction union as a "business organization" and impose corrective orders and fines.

In response to the recommendation, the Ministry of Employment and Labor said the government's action was just and legitimate to establish order at construction sites.

The ILO committee then refused to acknowledge the construction union's claim that government oversight and sanctions were a violation of the ILO Convention, explaining that the related measures were requested, not a call.

He added that the construction union's coercion of its members and obstruction of construction are a clear violation of the actual law and that it maintains the principles of labor-management law.
