President Putin signed the Comprehensive Strategic Partnership Treaty (North Korea-Russia Treaty) with North Korea, according to Tas news agency.
Earlier, the Russian House of Representatives, State Duma and the Senate unanimously approved the ratification of the treaty submitted by President Putin.
As a result, if North Korea also goes through the ratification and signature process and exchanges ratifications with Russia, the treaty will take effect indefinitely.
The treaty was signed by President Putin and North Korean State Councilor Kim Jong-un in Pyongyang on June 19, drawing criticism that it has raised the relationship between the two sides to the level of a military alliance.
In particular, Article 4 of the Treaty contains the essence.
If one side is invaded and is in a state of war, it will provide military aid through all means it has under Article 51 of the United Nations Charter and the laws of the Democratic People's Republic of Korea (North Korea) and the Russian Federation.
Regarding North Korea's dispatch of troops to Russia, which the international community criticizes as illegal acts of participating in the war of aggression, Article 4 of the Treaty is likely to be used as a legal excuse in the future.
When satellite images supporting the deployment of North Korean troops were released on the 25th of last month, President Putin did not deny the troop dispatch theory and said, "You know that the strategic partnership agreement has been ratified."
At the time, he said, "There is Article 4 in the treaty. We never doubted that the North Korean leadership was taking our agreement seriously."
The treaty could be used as a starting point for a number of changes that would amplify global security instability, such as the expansion of Russia's nuclear power to North Korea or the possibility of joint military exercises between North Korea and Russia.
