"Order to plan social burial of North Korean defectors to overseas missions"

It has been revealed that North Korea has organized a public opinion contest to bury North Korean defectors socially by mobilizing overseas missions to hide the human rights situation.

The Ministry of Unification revealed some of the 12 full texts exchanged between the North's Foreign Ministry and overseas missions from 2016 to last year ahead of discussions on human rights by the United Nations and others.

The document is said to have been brought to South Korea by former North Korean diplomat Ri Il-kyu after he took some excerpts from the actual text when he worked at the North Korean Embassy in Cuba.

The document includes revealing the falsehood of North Korean defectors' testimony and ordering them to conduct public opinion operations to bury them socially, or spreading the perception that they can never talk to North Korea if they cooperate with them.

In addition, the document also records the situation in which Chairman Kim Jong-un has personally instructed human rights-related strategies based on reports from his own diplomats operating in Europe.
