Producers can issue certificates of origin when exporting to Japan starting next year.

The Ministry of Strategy and Finance said exporters and producers can issue certificates of origin directly when domestic companies export to Japan, Australia and New Zealand starting next year.

The proof of origin is intended to be subject to preferential tariffs under the Regional Comprehensive Economic Partnership Agreement.

So far, proof of origin for preferential tariffs has been possible only when the customs and chambers of commerce issue certificates, or when a certificated exporter with proof-of-origin capabilities fills out certificates.

In addition to this, a "autonomous certification system" has been added in which exporters and producers directly issue certificates of origin.

An official from the Ministry of Economy and Finance said the burden of issuing certificates of origin will be eased by allowing domestic companies to choose the self-proof method.
