The amendment allows the state or local governments to provide all or part of the damage to those who have been affected by the direct harm of the "enemy" prescribed by the Presidential Decree.
The amendment will take effect six months after the promulgation, and compensation rules will also apply to damages that have occurred since May 28 before the enforcement of the law.
