According to data from the Ministry of Land, Infrastructure and Transport, 20.56 million passengers used Korean and Japanese routes between January and October this year, up 33% from last year.
That's the most on the same period and is expected to top the annual record of 21.35 million within the month.
The airline industry believes that the number of passengers has soared as more tourists visit Japan due to the low yen.
Domestic airlines are increasing their flights to Japan in line with their winter schedules, including resuming flights to Kumamoto.
