It was around 6:20 p.m. when National Police Agency Commissioner Jo Ji-ho was notified of the president's office in connection with the declaration of emergency martial law.

An official from the National Police Agency explained that it was a measure to prevent the disturbance, even though they were looking into the facts on how the experience was deployed.
Some police officers on the
frontline filed a complaint with the High-ranking Government Employees' Crime Investigation Agency, claiming that Cho unfairly violated the constitutional rights of the people.
