It has been confirmed that the special investigation team of the National Investigation Headquarters of the National Police Agency has privately investigated acting President Han Deok-soo in connection with the Cabinet meeting before the declaration of the emergency martial law.
Except for President Yoon Suk Yeol and former Defense Minister Kim Yong-hyun, most of the participants completed the investigation, and it was tentatively concluded that the emergency martial law did not go through proper deliberation at the time.

Acting President Han Deok-soo, who attended the Cabinet meeting before the Yoon Suk Yeol President's declaration of emergency martial law, recently appeared in a special police investigation team behind closed doors and was investigated.
Although the specific time and location of the investigation are unknown, it is reported that the president was subjected to a face-to-face investigation before taking over as acting president after the National Assembly passed the impeachment motion.
Earlier, an acting authority came to the National Assembly to dissuade President Yoon from declaring an emergency martial law, and said there were procedural and substantive flaws in the meeting at the time.

A high-ranking official from the Prime Minister's Office said that Han fully explained the situation at the time, including this, but it seems that he may have highlighted the problems of the meeting.
As a result, the special task force has completed its investigation of most of the participants in the Cabinet meeting except President ∀ and former Defense Minister Kim Yong-hyun,
It was tentatively concluded that the entire deliberation process was not properly followed except for filling 11 quorum members
times.
It was judged that it was difficult to recognize the effectiveness of the Cabinet meeting for the review of emergency martial law, and it is expected to be an important basis for claiming the illegality of the process of declaring emergency martial law.
However, apart from this, there is a possibility that participants, including the acting president, will be punished for aiding and abetting the civil war.
However, former intelligence commander Roh Sang-won, who was pointed out as the planner behind the civil war, told the police that the declaration of emergency martial law, which was originally scheduled for 10 p.m., was delayed due to the dissuasion of the members of the State Council, and as a result, the operation did not proceed as planned, which is expected to be a variable in judging their charges.
