Given the U.S. Congress' process of handling the federal interim budget bill, it has been observed that Trump could face legislative difficulties even with the Republican Party gaining the upper hand in Congress.

The Washington Post analyzed that Trump's limitations in getting the Republican Party to move his way were evident at a time when ideological divisions over government spending in the U.S. Republican Party still remain.

"The Democratic budget bill is excessive spending, and it is contradictory for Trump himself to remove the debt limit so that he can spend more," said Mark Short, who was the White House legislative director in Trump's first term.

Peter T. King, a Republican who served as a congressman during Trump's first term, said Republicans have become a more intractable group than before, explaining that some of the lawmakers opposed the debt ceiling hike were hard-line conservatives.

In the meantime, Republican Senator Cynthia Lummis pointed out that Trump has lacked efforts to persuade Congress, as she has asked many lawmakers to pick up her phone directly to suspend the debt limit.
