The outline of the "DOGE" that will lead the federal government's restructuring led by Tesla CEO Elon Musk in the second administration of U.S. President Donald Trump has been unveiled for the first time.

However, under Trump's executive order, only basic organizations and goals have been drawn, and the details are still hidden.

The New York Times (NYT) analyzed the structure of the Ministry of Government Efficiency, its work type and goals, and remaining questions based on the executive order signed by President Trump the day before on the 21st local time.

According to an executive order issued the previous day, the Department of Government Efficiency will take over the U.S. Digital Services (USDS) organization created to improve government services during the Barack Obama administration.

The organization's official name will be changed to the United States Government Efficiency Service (USDS), and its location will be changed from the White House Office of the Budget Office (OMB) to the White House Office of the Secretary of the White House.

When President Trump first announced the government's plan to establish a new government efficiency department, he said, "We will provide advice from outside the government," but unlike this, it operates as a formal government organization.

At the same time, President Trump made an executive order that required each government agency to form a "DOGE team" of at least four people within 30 days.

The DOGE team typically includes one leader, engineer, human resources specialist, lawyer, etc., and heads of government agencies, including ministers, must consult with the USDS to appoint them.

The leaders of the DOGE team are responsible for advising the heads of each organization on how to implement the Government Efficiency Agenda.

In particular, Trump stipulated in his executive order that each agency should give USDS "the authority to immediately access all non-confidential records and software and IT systems to the maximum extent permitted by law."

As a result, the DOGE team, which has been entrusted with strong supervisory authority, is expected to identify budgets that can be cut and regulations that can be eliminated through "field diagnosis."

As a DOGE team employee, you can hire a "special official" who can work for the federal government for no more than 130 days a year.

Earlier, the U.S. media predicted that a large number of Silicon Valley figures would join the Ministry of Government Efficiency, which seems to be a plan to mainly put them into such "field projects."

However, more details have not been disclosed, so there are still many questions.

In his executive order, Trump established a "USDS Administrator" position within the White House secretariat and also required the USDS to set up a temporary organization led by the administrator.

USDS administrators must report to White House Chief of Staff Susie Wiles and the interim organization's operational period ends July 4, 2026.

It is still not explained what other functions this temporary organization has or who will take over as USDS administrator.

The NYT reported that Musk is considered to be the manager himself, and healthcare entrepreneur Brad Smith, a close aide to Boring Company CEO Steve Davis or Trump's son-in-law Jared Kushner.

Musk's 'location' is also not yet clear.

In signing the executive order on the 20th, President Trump said he would provide a White House office to about 20 people, including Musk, but said the location was not the "West Wing," which is the Oval Office.

The executive order also does not explain the size of the government's efficiency ministry's budget.

Earlier, U.S. media reported that Musk demanded "free service" from Silicon Valley figures joining the government's efficiency department.

The scope of the activity information is also unclear.

Under the U.S. Information Disclosure Act, existing USDS under the Office of Budgetary Administration are obliged to respond to requests for information disclosure, but they are subject to exceptions if they are changed directly to the Office of the Secretary.

However, the activities of the "DOGE Team" set up within each government department are subject to information disclosure.

The ultimate target point of the Government Efficiency Department is also still vague, the NYT noted.

During President Trump's campaign, Musk said he would cut the wasteful budget of $2 trillion, one-third of the federal budget, but on the 9th of this month, he lowered the target level, saying, "If you work for $2 trillion, you have a good opportunity to achieve $1 trillion."
