The Airborne Department said the request for attendance sent by mail to the general secretary's office and the annex was "unknown recipient" and the request sent to the presidential residence was not reached as "rejection of receipt."
He also explained that the president has not confirmed the electronic notices sent separately from the mail.
Earlier on the 16th, the Joint Investigation Headquarters, which includes the Senior Civil Servant Corruption Investigations Unit, notified the president of his attendance on the 18th, but the investigation failed as the president did not receive mail.
Since then, the Senior Civil Servant Corruption Investigations Unit has notified the second summons on the 20th, saying, "Please attend by 10 a.m. on Christmas Day."
