Amid the fierce controversy over the quorum of the impeachment motion by the acting president, National Assembly Speaker Woo Won-sik voted on the impeachment bill as a requirement to favor "more than half of the lawmakers in wealth."
However, the power of the people needs 200 votes in favor of the impeachment of the president, and has taken legal action, including a dispute trial.

Is it 151 seats based on the 'Prime Minister' or 200 seats based on the 'President' standard?
National Assembly Speaker Woo Won-shik, who was reticent about the requirements for the impeachment of Prime Minister Han Duck-soo, who serves as the presidential authority.
Just before the vote, the impeachment bill at the plenary session was about the "Prime Minister of State," and it was nailed to be voted on only with a majority of the registered members.

Chairman Woo explained that the Constitution stipulates that the president needs a higher requirement, or more than 200 votes, and that it is the result of reviewing the opinions of academia and the Legislative Research Service.
He ruled in favor of the Democratic Party of Korea with the same logic as the opposition party's claim that only 151 people can be impeached in favor of the acting president under the Prime Minister's Standard.

On the other hand, the People's Power countered that Chairman Woo's interpretation was unconstitutional and that the resolution of the plenary session itself was "invalid."
He said that the impeachment of the acting president also requires 200 votes in favor of the "president" standard, but he insisted that Han continue to perform his duties as he fell short of the impeachment requirements.

The ruling party immediately applied for a power dispute trial and a provisional injunction to suspend its effectiveness, saying there were problems with the contents of the impeachment bill and the passage process of the plenary session.
As the ruling party has sought legal judgment again despite the decision of Chairman Woo Won-sik, who holds the right to proceed with the plenary session, the dispute over the requirements for the impeachment of Acting President Han Deok-soo is not expected to subside easily.
