In his written New Year's address, Roh said that the occupation of the presidential office building by the Election Commission, a constitutional independent organization established for fair election management, was unconstitutional, illegal, and a serious issue threatening democracy.
He said he was surprised and shocked that the reason for the occupation was related to allegations of fraudulent elections, and refuted that there was no possibility of systematic irregularities, such as judicial authorities saying that the previously filed fraudulent election lawsuits were unfounded.
He added that he will faithfully carry out his duties as a constitutional institution no matter what changes in the political environment, and will do his best to achieve social integration through elections.
