At about 3:15 a.m. local time today, a pickup truck rushed into the crowd in central New Orleans.
Witnesses said a white truck rammed into people at high speed before a male driver got down and opened fire.
The suspect died after a gunfight with police.
"It was a very deliberate act, and the attacker tried to hit as many people as possible," New Orleans police said.
The site of the disaster was a tourist attraction with many clubs and restaurants, where thousands of people were said to have gathered to enjoy the New Year's celebrations at the time of the incident.
Louisiana declared a state of emergency.
Several devices suspected of being homemade explosives were found at the scene of the incident.
