It happened while setting firecrackers for the New Year.
Five people have died across Germany, including a man in his 20s who died while using handmade firecrackers in Hamburg.
Firecrackers, which are banned from use due to their high explosive power, broke the windows of more than 30 houses and caused residents to evacuate.
[Florian Nas / Berlin Police spokesman] 330 people have been detained or arrested (in connection with the fireworks). They often threw firecrackers at paramedics and police. There is also an officer who was seriously injured by illegal firecrackers.
Abandoned cars line the flooded city.
Rescuers bring out a driver trapped in the car because he couldn't escape the heavy rain.
Heavy rain with strong winds in parts of Manchester, northern England.
The two-day rain is equivalent to the usual one-month precipitation.
There was a series of damage, with rivers overflowing everywhere and houses flooded.

In Montenegro, Eastern Europe, a man in his 40s opened fire after a fight.
Local media said the man brought a gun from his home and hurt people during a brawl at the bar.
Local police are chasing a suspect who fled armed.
