For the first time this winter, a cold wave warning has been issued in Seoul. When it comes to special reports, they are divided into warnings and warnings, what are the standards?

First of all, in the case of a warning, the temperature should be less than 3 degrees with 10 degrees lower than the lowest temperature the day before, so the lowest temperature should be 3 degrees lower than the average year. The second condition is that a warning is issued when the weather below minus 12 degrees Celsius lasts for more than two days, and then when a low temperature phenomenon is expected to cause significant damage. In the next case of an alarm, other conditions are the same, but the first condition is when the temperature drops by more than 15 degrees Celsius from the previous day. The second condition is issued when the minimum temperature lasts for more than two days below minus 15 degrees Celsius, and in today's case, the cold wave warning has been expanded since the morning.

It's a cold wave warning right now. The cold wave warning area is slightly in northern Gyeonggi-do, the eastern part, and the whole of Gangwon-do is currently under cold wave warning. Then, parts of northern North Chungcheong Province or northern North Gyeongsang Province are included in it, and cold wave warnings are Seoul, western Gyeonggi Province, followed by Chungcheong, Jeolla, and Gyeongsang. In the morning, it was only out to the northern part of Gyeongsangbuk-do, but now, except for Gyeongnam, southern coast, and Jeju, cold wave warnings are issued nationwide. That's why the current cold wave warning was issued in areas where it is expected to fall below minus 15 degrees Celsius, and areas where the warning was issued, such as Seoul, are expected to be below minus 12 degrees Celsius.

In fact, this morning, Seoul had a minimum temperature of minus 10.2 degrees, but the temperature felt in the morning was minus 18 degrees. However, the eastern mountainous area, such as Seoraksan Hyangrobong Peak, where the temperature fell the most this morning, fell to around minus 25 degrees Celsius, and the temperature felt in this area fell by minus 35 to 40 degrees Celsius. Then, in northern Gyeonggi Province or Gangwon Province, the minimum temperature fell to around minus 15 degrees Celsius, and in these areas, the temperature was almost minus 20 to 25 degrees Celsius.

Looking at the temperature before coming in right now, the temperature in Seoul is -8 degrees, but the current temperature is -15 degrees. So I think the cold below minus 15 degrees Celsius will continue today during the day because of the wind. It is believed that between -0 and -10 degrees Celsius, we often feel 1 degree per 1 m of wind speed. However, if it falls below minus 10 degrees Celsius, it is believed that it falls by about 2 degrees per second per 1 m per second. So, if it's currently minus 8 degrees Celsius, but minus 15 degrees Celsius, the wind is blowing about 5 to 7 meters.

Some experts have analyzed that the strongest wave will come this winter before this winter comes. Then, how well can this prospect fit?

In fact, a professor at a university made that assumption. So this winter, the strongest wave of all time is coming. Then, I expected that Seoul would also fall below minus 18 degrees Celsius, but there is a reason why I think so. There are good reasons. I heard La Niña this year, and the year La Niña starts is cold in early winter, in December. Next, there is a lot of sea ice in the Arctic. If that happens, there is a high possibility that our country will become cold. On the other hand, there are some conditions where the temperature may not drop like this. So the Korea Meteorological Administration says that December is slightly lower than usual. However, January is similar to the average year. February will be warmer than usual, this is what I predicted, and actually, if you look at it now, it has already passed.

But usually, when it's cold in Korea, it's the coldest between January 10th and 15th. After that, the temperature starts to rise, but I think this winter will be the coldest. If you look at the upper ensemble model of the World Meteorological Organization for more than 15 days now, you won't see a strong cold for a while after this cold. Then, it seems that it is slightly colder or higher than usual. Then, if the cold comes in January, there is a period when cold air must accumulate. So, the accumulation period is usually 15 to 20 days, so if there is a strong cold again, there is a possibility of late January or early February, but it will not be this bad at that time. So this year, in 2021 and December 2022, Seoul fell below minus 18 degrees Celsius. At the same time, the Han River froze in December, but I don't think it's that cold.

It's very cold, but it won't be the strongest team ever, he said. The Seoul Metropolitan Government has issued a freeze alert level, so when will the freeze alert be issued first, and what can I do to prepare for this situation?

First, I'll do it with the temperature. The freeze alert phase is attention, attention, alert, serious. It's divided into these four steps, and each of these four steps is done with temperature. It's more than two days when it falls below minus five degrees in the case of interest, and then between minus five and ten degrees in the case of caution. Then a warning was issued, and in the case of a warning, when it is expected to be between minus 10 and minus 15 degrees, the critical phase is expected to drop below minus 15 degrees. So, in the case of Seoul, a warning was issued because it is predicted to be between minus 10 degrees Celsius and minus 15 degrees Celsius for more than two days today and tomorrow.

Usually, from the warning stage, we fill it with meters, clothes, and so on and block it with vinyl. Don't let the wind in. That's how you do it, but once the alert level is exceeded, there is a possibility of freezing even if such a thermal device is used. So it's very important to turn on the tap water little by little when we do this. So usually, a cup of water flows for about 30 seconds, and if we do this, it usually costs about 300 won if we turn on the tap for about 10 hours a day. The person who lives at the top was frozen last year in the cold. Then, he asked for 150,000 won including labor costs. So I'd rather have 300 won. Much safer. So it's good to do that, and it's good to keep the washing machine faucet on this side, and it's good to remove the water from the hose in the washing machine. Otherwise, you may get in trouble because it freezes in there.

The polar vortex is originally in the Arctic, but it is weakened by global warming, so the jet stream comes down. So, we've come down to three places in the Northern Hemisphere, and one of them is East Asia. When the jet stream comes down strongly like this, it drags down the cold. Then, as you pass through the cold air and the warm ocean, this sea car creates a snow cloud band, and as it enters the land, heavy snow falls.
