Japan's Ministry of Health, Labor and Welfare said the number of flu patients per medical institution was 64.39 between December 23 and 29 last year, up 21.73 from the previous week.
This is the highest number since 1999 when relevant statistics were introduced.
The surge in flu cases is reportedly causing a shortage of treatment supplies in some areas.
