Secretary-General Kim attended an emergency question on the National Assembly and answered a question from Han Jeong-ae of the Democratic Party of Korea, asking if the decree No. 1 banning all political activities such as the National Assembly, local councils, and political parties conforms to the Constitution.
He also said the rest of the press and publishing controls, bans on strikes and rallies, and other proclamations on the return of the major committee were not in line with the Constitution.
