Roh is accused of plotting martial law in advance, visiting former Defense Minister Kim Yong-hyun's diplomatic mission more than 20 times from September last year to the day of martial law's declaration in December.
He is also accused of leading the way to paralyze the function of the constitutional institution, such as putting agents on standby to occupy the Central Election Commission after the declaration of emergency martial law, and Roh Tae-ak, chairman of the election commission, saying he would handle it.
At the time of martial law, Commander Roh was found to have acted as a link between counterintelligence and intelligence agents, arrested NEC employees and ordered them to take control of the server room.
Earlier, on December 24 last year, the police special investigation team sent former commander Roh to the prosecution while in custody.
