The People's Power decided to propose its own independent counsel bill against the opposition's "insurrection independent counsel law," excluding foreign exchange charges and propaganda and instigation of civil war.

The plan is to remove toxic provisions from the opposition special prosecutor's bill and reduce the size and duration of the investigation, but the Democratic Party of Korea said it will be possible to discuss it only when a specific bill is proposed.

The name of the bill also explained that it will be purified to a martial law special prosecutor, not a civil war, in order to prevent the conviction.

The special prosecutor's recommendation method has also expanded the recommendation to the head of the court administration and the president of Korean law professors in the existing opposition bill that gives the chief justice the right to recommend.

The investigation period and manpower will be reduced, and media briefings that have raised concerns about "public opinion" based on the suspected facts will also be limited.

On top of that, some observers say that if only eight members of the ruling party vote in favor of the re-vote, it is a desperate measure to prevent the worst as the independent counsel law initiated by the opposition party passes.

The Democratic Party, which took over the ball from the ruling party, pointed out that the proposal of the special prosecution bill, not words, is a prerequisite for the start of the consultation.

The sooner the bill is proposed, the faster the discussion will be, and the ruling party pressed for a quick implementation of the bill, saying it is possible to pass the plenary session on the 16th.

At the same time, he reiterated that the motion of the ruling party of the special prosecution law should not be a "time drag" strategy.
