U.S. Secretary of State candidate Marco Rubio said North Korean leader Kim Jong-un is using nuclear weapons as an insurance policy to stay in power.

In response to a question during a Senate confirmation hearing on the 15th local time that the U.S. policy toward North Korea has failed to limit the improvement of North Korea's nuclear and missile capabilities.

Rubio stressed to Kim Jong-un that no sanctions have prevented him from developing nuclear weapons because they mean a lot.

He also said complete, verifiable and irreversible denuclearization is an illusion, and when asked if he would be willing to reconsider his failed North Korea policy, he said he thought it should be looked at extensively.

Regarding the North Korea-U.S. summit during Trump's first term, he said he was honestly very skeptical, adding that President Trump did not stop the development of the North Korean nuclear program due to his involvement in North Korea, but at least calmed the situation.
