According to the indictment of Cho Ji-ho and Kim Bong-sik, former chief of the Seoul Metropolitan Police Agency, received from the Ministry of Justice by Kim Yong-min of the Democratic Party of Korea, the deputy public safety chief of the Seoul Metropolitan Police Agency said at 11:41 p.m. on the 3rd that blocking lawmakers from entering again does not seem to be in line with Article 77 of the Constitution, and demanded a review at the National Police Agency level through the National Police Agency's security director.
However, upon receiving such a report, Cho ordered the complete blocking of access to the National Assembly, including lawmakers, saying, "If we do not follow the decree, we will all be arrested, so follow the instructions."
It was also revealed that Cho and Kim decided to control the National Assembly after meeting with President Yoon Suk Yeol in Samcheong-dong's house, and they agreed to prepare for martial law declaration by controlling Cho's access to the National Assembly while traveling in an official car.
Earlier, Commissioner Cho claimed to have protested three times against President Yoon's instructions during the police investigation.
