At the time of the emergency martial law, an official of the Seoul Metropolitan Police Agency opposed the National Assembly's control after the second round of police control, but it was revealed that the police chief, Jo Ji-ho, pushed ahead with the decree.

According to the indictment of Cho Ji-ho and Kim Bong-sik, former chief of the Seoul Metropolitan Police Agency, received from the Ministry of Justice by Kim Yong-min of the Democratic Party of Korea, the deputy public safety chief of the Seoul Metropolitan Police Agency said at 11:41 p.m. on the 3rd that blocking lawmakers from entering again does not seem to be in line with Article 77 of the Constitution, and demanded a review at the National Police Agency level through the National Police Agency's security director.

Earlier, Commissioner Cho claimed to have protested three times against President Yoon's instructions during the police investigation.
