According to local Taiwanese media, including the Yonhap News Agency, the transportation authorities in Taipei, Taiwan's capital, regularly print and publish names and photos of Taipei residents who have drunk, driven drugs, or refused to take a breath test more than three times.
At this time, the face photograph will be enlarged 7 times to make it easily visible, and the leaflets will be made of waterproof material to prevent water from getting wet or easily damaged.
The leaflets printed with the faces of habitual offenders are attached to the police station and each neighborhood bulletin board along with the crime.
Authorities described the move as aimed at strengthening the effectiveness of preventing recidivism and eradicating drunk driving by making the parties feel ashamed.
A total of 53 people are included in the list of habitual drinkers and drugs announced by Taipei City in December last year.
Among them, there were people who committed drunk driving seven times.
Earlier in 2022, the Taiwanese government implemented an amendment to the Road Traffic Management Penalty Ordinance to disclose the faces of drunk drivers to prevent drunk driving accidents and strengthen punishment.
Drivers who have been caught drunk or driving drugs more than twice within 10 years will have their faces, names, and illegal details open to the public, and their license plates will be retained for two years.
Taipei City's action is aimed at increasing the effectiveness of crime suppression by maintaining these punishment regulations and allowing citizens to better understand the contents of the leaflets.
