Governor Serhiy Risak, who covers the region, said at least four people were killed and parts of education facilities were destroyed in the attack, with at least seven injured, some of them seriously.
It added that two five-story buildings were destroyed and one of them caught fire.
The Ukrainian Air Force says the missile used this time is a ballistic missile launched from Russia-occupied Crimea.
President Zelenskyy said Russia will not stop itself in the future, stressing that it can only be stopped by common pressure.
