With 30 minutes left before midnight on the day the Yoon Suk Yeol presidential arrest warrant was requested, the National Assembly passed the independent counsel law to investigate the emergency martial law situation.

In the existing "Civil War Special Investigation Act" proposed by six opposition parties, a revised bill that reduced the subject of the investigation, such as inducing foreign exchange and propaganda of civil war, was put to the vote.

The Democratic Party of Korea submitted the amendment, saying it largely accepted the claim of the people's power when negotiations on the independent counsel law between the ruling and opposition parties, which continued until just before the plenary session, broke down.

In the 11 existing provisions subject to investigation, five cases, including the occupation of the National Assembly and the NEC, which were included in the proposal of the People's Power, were included as they were, leaving only "related recognition cases."

The investigation period has also been reduced from 130 days to 100 days, and the number of special prosecutors has also been reduced.

The Democratic Party raised the pressure, saying that it was actually an agreement, and that acting president Choi Sang-mok should not exercise his veto power.
