The note given by President Yoon Suk Yeol to Deputy Prime Minister for Economic Affairs Choi Sang-mok at the time of the declaration of martial law is considered one of the important grounds to support that it was aimed at paralyzing the function of the National Assembly.
The prosecution's investigation found that the note contained instructions to draw up a budget related to emergency legislative bodies and block parliamentary subsidies and subsidies.

Judge Cha Eun-kyung, who was in charge of interrogating the suspect before his arrest, also asked President Yoon in detail about the contents of the note.
However, it was found that President Yoon replied that he could not remember whether former Defense Minister Kim Yong-hyun wrote it or he wrote it.President
Yoon's side previously issued a constitutional response to the effect that former Minister Kim had copied the decree No. 1, which contained a ban on political activities.
Analysts say that the court is stepping away from the order of "disabling the National Assembly" to fight charges of rebellion.
In the final statement of the warrant review, President Yoon reportedly said that soldiers and police only performed martial law and maintained order, and that he was not at fault.
